Lambs that will not be sacrificed: The ongoing saga of persecution victims lawfully evoking U.S. compliance with its International Covenant on Civil and Political Rights

Although there are conflicting dates online as to the day America ratified its International Covenant on Civil and Political Rights (ICCPR), publication of this non-fiction, somewhat technical prose celebrates that ratification as of June 8, 2022. Former U.S. President Jimmy Carter reports that America ratified the human rights treaty on June 8, 1992, making it 30 years since it became part of U.S. federal law, subject to the nation's reservations, understandings, and declarations. The ICCPR is also one of three documents administered by the United Nations (UN) that comprise the "International Bill of Rights." What many people do not realize is that the UN Human Rights Committee, the treaty body tasked with enforcing the ICCPR, “cannot examine” allegations of relatively isolated ICCPR violations in the U.S. by U.S. government officials, submitted by American citizens.
